the 3rd. of last May intimating the abandonment of the
proposal for an Appeal Court to include the Judge of
Shanghai was in accordance with paragraph 4 thereof) duly
transmitted to the Chief Justice together with the
enclosure from the Secretary of State for Foreign Affairs.

Sir F. Piggott requested an inter-
-view with myself with a view to my reporting to Your Lord-
-ship what took place thereat,
giving as his reason that
he dare not trust himself to write, lest his powers of
self-restraint should fail him. He also desired that I as
Governor of the Colony should protest against the aspersion
thrown upon the Chief Justice of the Colony.

Sir F. Piggott duly called upon
me,
and I made notes of the conversation and drafted a
Despatch thereon to Your Lordship and since I had done so
